Beginning July 1, 2026, the Behavioral Health Services Act requires every California county to allocate 35 percent of its BHSA funding to Full Service Partnership (FSP) programs, alongside 30 percent for housing interventions and 35 percent for behavioral health services and supports.
FSPs are the 'whatever it takes' model — comprehensive, intensive care for people of any age with the most significant behavioral health needs, including treatment, care coordination, peer support, and the services needed to promote stability and recovery.
