In March 2024, California voters approved Proposition 1, replacing the Mental Health Services Act with the Behavioral Health Services Act (BHSA). The new framework took effect July 1, 2026.
BHSA explicitly includes substance use disorders, prioritizes people with the most significant needs, and requires counties to plan behavioral health services through a three-year Integrated Plan.
Programs like CFS are part of how counties turn that framework into real support on the ground — navigation, peer support, and family education that help people stay engaged in care.
